The normative body is published with stable living routes. Section numbers and cross-references may change before v1.0; incomplete sections identify their current source status.
Published text is not the same as adopted text. The working draft runs ahead of some decisions and behind others, so DECISIONS.md records what is currently adopted — including which conformance material is ratified and which remains a candidate. Chapters here are written against snapshot 0.8-draft-2026-09-21, which is not the adopted v0.8 release.
