Zero Trust Governance (ZTG) is an open specification defining the structural prerequisites for deterministic governance in high-consequence AI systems. The invariants are published. Anyone can implement them.
Safety and security primitives should not be locked behind a paywall. ZTG is maintained by Shadow Dynamic Systems. Constable, the reference implementation, is a separate commercial product.
